Crisis Talk on 6 July 2023

Sanctions in the areas of finance, transport, trade and energy formed part of the first responses of the European Union to the Russian attacks on Ukraine in February 2022. In just five days, the EU adopted the first three sanction packages which were followed by seven more until February 2023. Although, to start with, the EU sanctions were intended to force Russia to cease hostilities, they are now aimed at limiting the Russian regime politically and weakening it militarily in the long term. But how successful is this sanction policy and how can the enforcement of sanctions by the Member States be improved? The question of the effectiveness of European sanctions is not only relevant with regard to the Russia/Ukraine war. In the recent past, the EU adopted a range of restrictive measures against China, Iran and Belarus. The effectiveness of sanctions and the related suffering among the civilian populations that they cause raise serious questions. As part of these crisis talks, academic experts and practitioners discuss the challenges associated with the sanctions policy as a response to crises and conflicts.
